That appears to be a weathered "6" after "IGLESIA". In the 15th-16th centuries the Spanish would leave the first digit "1" off of the date on coins. This could possibly the case here. The cross could have been erected in 1913 celebrating 300 years of Christianity on Taboga Island (the third centennial: 1613 - 1913). If the inscription was done in 1913 why would they leave off the first digit of the first date? For historic reasons they could have used "613" as the church documents may have listed it.
